Initial D Arcade Stage Ver. 3 was developed by Sega Rosso and published by Sega Corporation. It was the third and final Initial D arcade game to run on Sega's powerful NAOMI 2 hardware, which was a significant step up from the original NAOMI board used for the previous titles. This hardware allowed for improved graphics, more detailed car models, and more realistic physics.
